Voted depends on game. For the OP mentioning dub fail of Shenmue, check out the Dreamcast PAL version of Shenmue II. It has Japanese spoken with English subtitles, I think the best way to go for the series.
Overall, I prefer the original language spoken with subtitles or at least an option to choose. This even more important for movies, the emotion of the original actor more powerful vs a scripted dub attempting to match the on screen mouth movement. Imagine watching a Kurosawa movie with Mifune dubbed!

Back to games, I do like some that have English dub. Take PS1 and higher resolution PC versions of Metal Gear Solid which shows another aspect, the English language well spoken with an accent correlating to the individuals country of origin. The Gamecube remake took away the accents and ruined part of the intricacy of the dialog. That "spoken", I do love the initial PS1 Metal Solid trailer spoken in Japanese with a bit of Ireland inspired music. Wow, the emotion in the voice acting really complemented by the music!
