For some odd reason I want to say yes....a million times yes. Just for the heck of it I'll throw this one into the mix since I just got it: Hamtaro: Ham-Ham Games and could we count F-zero War Zones(gba)?
I know the sun plays a role in Boktai - but is it really Summer themed?

I have no idea how Hamtoro or F-Zero would be related to Summer at all?

Luke mentioned it as well, but I have to also single out StarTropics as a great summer game. My nostalgia goggles are in full effect there, but I actually spent one summer break during junior high playing through this game, so for me it's particularly applicable.

Also T&C Surf Designs: Wood & Water Rage! Sure most people think it sucks ... and they're pretty much right, but if you spend some time with it and find your groove, it can actually be a fun little title (probably among the best LJN titles on the NES, not that it means very much).

Taking that train of thought a bit further, most of the Tony Hawk titles have a nice summer vibe to them as well, with my preferences being for TH2 and TH3.

Those people are wrong. T&C Surf Designs: Wood & Water Rage is one of the NES's best sports games (and it, along with Skate or Die, remains drastically cooler than the "extreme" sports games released on more powerful systems).

Wow, I thought I might be the only person that actually enjoys T&C! I don't know if I'd personally qualify T&C as one of the best sports games on the NES (being that the NES really did have a lot of quality sports titles so there's a lot of competition there), but it really is a fun game for what it is.

Totally forgot about Skate or Die which is another fantastic summer game! Skate or Die 2 is pretty decent as well, although it didn't quite have the same magic as the original. See also 720°.

Then heading underwater

Tomb Raider - Because hiking around the world in shorts and a tank top and going on underwater expeditions sounds like summer activities to me

Maybe more spring then summer but:

Great call!

A bit of a hidden gem for PS2, but I really enjoy Downhill Domination as an extreme sports/racing game. I feel like it's a great summer themed title that was only held back commercially by it's focus on a very specific niche of mountain biking.

Speaking of hidden gems on the PS2 focusing on niche extreme sports enjoyed during the summer months, Wakeboarding Unleashed featuring Shaun Murray is another downright fantastic title.
