I think of replay value as a bonus. If a game is worth playing once, it's worth buying. I don't finish a lot of games I buy even once, so I'm not going to be concerned it there's no replay.

That's just it though. The publishers do not want you to hold on to your old games. They want you to buy what ever they just turned out to keep their pocket books fat.
Online content such as high score ranks or unlockable content is just there to hold you on long enough till the next one comes out.
Replay value to me, is important on weather I purchase a game to add to my collection or not. It use to be super easy back in the day, you'd just go to the video store, rent a game that was just released then try to crush through it before the due date.
If I felt like I didn't get enough of it or I had more to accomplish, I would go out a buy a copy of it.

I love games with replayability. However, whether or not they have replayability is completely up to the players opinion. I could play Portal or AlttP 1000 times, while LA Noire was just something I couldn't do again.

I actually prefer games that I can 100% the first time around. *shrug*
If it's truly incredible, like Amnesia, I'll go back and play it just for the pure joy (might not be the right word...) of playing, but usually when I beat a game I'm not in any mood to turn around and play it again.

It's funny that you used Portal as an example. Portal is one of the few games I beat again within a month because I loved it so much. But this is partly due to 1) it is relatively short and 2) it is extremely well written.
Most of my other favorite games are ones that I try to play through again at least once a year. This is partly because of the nostalgia factor, for example OoT. Also, my brother and I play Banjo-kazooie completely through without stopping every so often as it takes us less than 8 hours. The best part about replaying a game is that you know you already like it, and sometimes you notice things you missed the first time.
I think that replay value isn't something I base my purchasing a new game on, but if I find it is an outstanding game after purchasing it I will never sell or trade it, because I know that in the future I have a great game to fall back on when I am going through a gaming "dry spell." It is important to note, however, that I base replay value on completely different things than most game reviewers. I do not think achievements or trophies make for good replay value, but that is my opinion. Some people love it.

That's a great question. It really seems like it should be. But when I look at the games I played when I was young, I'd replay games even if they didn't have "replay value". And now that I'm old, I don't replay the games that do. So I guess, not really. It's funny, even a game like Nethack, which should have infinite replay value, lost my attention after I beat it. I'd rather play a game that's twice as long than play the same game twice.
Although, I think replayable game design has benefits for even a single playthrough. Non-replayable games are almost by definition linear. If you could do things in different ways, there would be value to a replay. And giving me choices makes the experience personal. So I think replayability is good design practice anyway.

Replay value is important to me but I'm not sure if I measure it the same way the game industry does.
The more collectibles, etc. a game has, the LESS likely I am to do it all again from scratch once I get them all (if I ever do to begin with). Batman AC? WAY too much crap to collect for me a second time... For some modern games, it takes such a staggering amount of time to do everything/see all the content/whatever that the thought of starting over and doing it all again is exhausting.
But I can't tell you how many times I've beaten Link to the Past and Turtles in Time over the years. I've played Master of Orion 2 thousands of times as well. And those games would probably not be rated highly on the "replay value" scale the industry seems to use these days.
