I can receive incoming calls, and the ring it puts out is one hell of a sound. Like a fire alarm it is.
I decided to go the "take it apart, put it back together and hope for the best" route. Rarely does it work for me, and I have no idea what I did to get it to work again, but I'm happy enough with incoming calls.

Maybe a loose connection somewhere inside that got pulled or pushed just right? Great that you got it working. You should be able to dial out off a Touch Tone phone on the same line and use your Rotary to do the marathon conversation. Just to confirm, maybe try the phone at a friends house or the older neighbor down the street who might still use good old Ma Bell Telephone company. Disappointing that your cable provider, a COX affiliate might not offer Rotary Pulse support. I use COX Cable and hope they never drop this feature.

Found them, a couple things that might be of interest. Not for sale but gives an idea of weird phone gadgets. An earphone amplifier for hearing impaired or a loud party, attaches to the earpiece. A touch dialer that has a speaker and sends tones directly into the rotary mouth piece.
