It's definitely an emulator. It just writes itself to the Dreamcast's RAM so you can swap it for a NeoGeo disc/burned disc, that's all. Bleem is a PS1 emulator for the Dreamcast that works the same way.

Disc Swap with NeoGeoCD games (rips)
It seems to indicate that it has to be a rip. Have you tried using a rip? Googling, I came across this post:

It seems to indicate that you can only play rips, not originals with Neo4All. Why don't you try dropping an email to Chui to ask him why this is the case?

if that's the case, it sucks. Why even bother with a bootdisc seeing as how you can actually just rip a copy of a NGCD game with a wrapped emulator built in anyway?
Does anyone here have a retail NGCD game that they could test this bootdisc with on DC?

fast, do you have any retail NGCD games currently? Could you rip that DC bootdisc I linked and test it to see if it WILL in fact boot a retail NGCD game?

According to a comment posted by the uploader on that video it does work with retail discs. It would be fantastic if this actually works.

yeah I really wish someone could just test it for us and prove it one way or the other. If it does work, it would be great, because it would be another fun library to collect.
