I think Sega's plan is to launch the Dreamcast 2 immediately after the Cubs win the World Series.

I'd guess teasers in 2012, with a full reveal and release in '13 or '14, with both new consoles supporting move/kinect out of the box.

I think there's still too much going on with the current systems for them to announce new ones and potentially hurt sales just to counter the WiiU.

Basically I just don't foresee a 2012 release. I just think there is still much to be done with the PS3 before a new system comes to market.

There's plenty they can do, but it is also worth noting that the number of upcoming releases for both consoles seems to be getting a tad bit smaller compared to years past. For example, neither Sony nor MS announced any new console IPs at E3 (I am not counting Vita, Move, and Kinect stuff). That might be typical for Nintendo, but the other companies usually have something new and different that they are working on to showcase a system...

New consoles always get launched while there is still plenty that can be done on the preceding hardware. That's just the way it goes.

I think it will still be a while before we see next-gen consoles from Sony and Microsoft. As has already been said, it would be a bit of a boneheaded move to release a new console right after a major new peripheral like the Move or Kinect is launched; it would need about two or three years before a new console would be feasible.
