I'll just say this... if Elena is in, I'm in. Otherwise, I'll have to seriously think about it. (In other words, I'm going to have to seriously think about it, because there is no chance in hell Elena will be in this game.)

Hey, how about we start placing bets for what you'll get if you already own SF4?

My bet - all the characters you unlocked in SF4 will already be unlocked in SSF4 by checking for save data. That's seriously all I expect Capcom to do for us.

Well, as I'm one to hate vigorously on DLC, I can't say I'm all that upset. If it's going to cost me actual money, I may as well actually own it.
The special offering for people too stupid not to have seen this coming (READ:me) should be a nice laugh.

As soon as they announce that 'not full price' I'll be pissed.
