Meanwhile, any pair of lowlifes with drug problems and no means to take care of themselves can continue popping out as many children as they want without anyone caring because they are two different sexes.

Don't get me started on this topic. I just think it's completely ludicrous that I need to take a test in order to take a vehicle on the road, but I'm given free reign to shape a human life just for existing. In far too many cases CPS either gets to the child too late or not at all, leading to a bunch of fucked up kids. And these fucked up kids grow up to be fucked up adults who then raise more fucked up kids. And we, as a society, seem to be ok with that scenario.
