I actually had Lost Kingdoms 2 on my games beaten list last year.
How does it compare to the first?
It improves on it in most ways. Battles are actually in the actual instead of in weird square areas like the first. There are twice as many cards. There is a new card type too, which is basically mechs. Mechs work like Neutral in that they stand alone outside of the elemental weaknesses, but using Neutral card use will lower mech level and vice versa.
You can use some cards to transform into a monster, which is essential to navigate some levels (this can be a pain though). Some cards can be linked together to make combos. There is more story and more stages.
Summon cards now have two different attacks you can choose from after summoning - for example, the Elephant card can summon big rocks like it does in the first game, but can also be used to refresh 3 cards back to your hand instead.
If you plan to 100% complete it there is a sidequest you can do at any time, but if you don't complete it before a major story event you can't get the best ending - the sidequest is still available, but you're locked out of the true ending nonetheless.
