This sounds very different from my recent experience with Club Nintendo (North America/Canada).
I was waiting for those 3DS 18 card cases to come back in stock, and they finally did, this time with Zelda and Animal Crossing themes. I ordered up one of each, and one day later got the shipping notices. Another day later, the Zelda one arrived. Two weeks later, no Animal Crossing one.
So, I called them up and let them know what happened. (They guarantee delivery within 11 days.) Like any other time I've ever had to call Nintendo, I got the most polite guy in the world on the line. So polite, so friendly. We joked around with some small talk, and it ended up that he had to forward the request on to his manager, because the agents can't just re-send rewards. He explained everything that was going to happen, who was going to contact me and when. It all went like clockwork, and I had the case in my hands three days later. Honestly I love calling Nintendo customer support, because the people on the other end of the line are always awesome.
Nintendo is the only company I've ever called that I've walked away from with a positive experience every single time. They have a very particular type experience on their phone lines, and your experience is so far outside of that, that I wonder what happened.
