Yeah, he charges based on your money. The good part is that older vending machines still sell at older prices.
At one time, I played with a dude (an asshole, by the way) who was already at the level cap. He dropped a bunch of guns and armor that I couldn't use because of level locking and I sold them all. I was rich as hell, but Marcus started overcharging. Fortunately I was able to snag all the old stuff from the vending machines I had already visited.
