Yeah it is definitely tempting. I've never personally had a game that I couldn't get to work (even witout having the tool). But I think throwing in Paper Mario, even if it's "as-is" evens out the price significantly and makes it worth it, especially considering that there's a possibility that I could get it working again.

What's a "good" price on a SNES with a box? Or a PS2? My local retro store has a randomly huge collection of CIB consoles. Even three or four Dreamcasts, and for a while they had a sealed Atari 2600.

SNES CIB are becoming more and more collectible.
Would depend on the set. Standard set, Mario World Bundle, SNES mini, etc. I'd say safely add $15-20 and then considerably more depending on how complete / minty and which revision.
PS2, the boxes aren't adding a ton of value yet, but i'm sure they will in another 3-5 years. If you can get a minty one, i'd say it's worth another $10 over market on a bare console, but I wouldn't go much more than that right now.

Manual for HM about $8-15 depending on condition, good box is worth about $30-40. Cart around $30.
