Either we suck bad or they're cheaters. How do you tell if they're cheaters?

Low level killing me in just a few shots, I don't think so. I'm a little rusty right now, but it doesn't add up. I have Bio Booster and Reactive Armor on. Some one at level 8 shouldn't be able to kill me THAT fast. It's bullshit is what it is.
