That security bolt and the coin counter intact indicate it may have never been opened or the battery changed...likely dead. Hopefully the battery hasn't leaked.

$10.00 shipped via ebay. PAL regions got a physical copy while NTSC only got a digital release. Surprised to see this stateside for cheap.

This time I snagged.
Gamecube Composite Monster Cable $2.00 Wish it was a component one
Killer Loop PS1 CIB $2.00
WCW Mayhem PS1 CIB $2.00
But the best of my finds is this!
Fatty PS2 With Yellow Nyko PS2 memory card and Reddish orange JPN PS1 memory card and when I turned it on, it had disc 2 of Final fantasy VIII.
$10 bucks for all of it!
The guy I bought it from said he never tested it and sold it to me as is.
And It all works!
Its a little dusty, but it looks fine! It's never been opened either!
