It can sort of depend. 360 digital content licenses are "bound" to a particular console - typically the one you bought them on, but they can be transferred. You can also use them on other consoles when online and logged in under your XBL account.

Oh shit, that was a typo on my part. I meant to type "You don't need to be ONLINE." You CAN play them offline. It's ok. I thought it was sarcasm, but I still stand by my statement. Glad to see it's changed though, because it's stopped me from considering some games. I only have I Made a Game..., but there's others I would've bought if I had known they changed their policies.
