There likely isn't a mobile SoC that can match a PS4 yet, no. Given that the PS4 runs on an AMD x86 CPU and RX400 class GPU though, laptop hardware could do it. Probably a pretty slim laptop at this point, maybe a tablet, if they were going only with solid state storage.
Expensive, and I'd agree unlikely, but if Sony sees that form factor as being a way to move consoles in Japan (especially) I could see them working on it.

I like how Duke Nukem got all this crap back in the day before Forever dropped. Yet at this rate, Half-Life has been in limbo for just as long if not longer and it's an even worse case leaving us off on a cliffhanger. By now there have been countless reports of the various writers who worked on Half-Life 2 having left Valve. Maybe even the entire team that worked on it are barely even there now, I wouldn't be surprised. A bunch of the staff there have probably graduated from something, had kids graduate, had kids, gotten married, moved, or other crazy life events since the release of Episode 2... lmao.
It's dreamy and even more Portal would be cool, but it's definitely a joke more than anything now.

You left out the important one that actually happened: the writers retired.
Valve makes enough money off Steam that just running and maintaining Steam alone keeps them rich. Why put the money and time into a risky investment like Half-Life 3? That's why Valve has only released one new (very small) game in the past three years (The Lab). Steam keeps them fat and happy. So if you really want Half-Life 3, stop supporting Steam. Make Valve hungry again.
