Agreed.
Going a bit overboard on a new power supply won't empty your wallet, and it can't hurt by going a bit above and beyond. And even it doesn't fix your problem, I'd still keep the new power supply.

I'm not a huge fan of Rosewill products.. I personally think Corsair is the standard for PSUs..
In fact I have a 550w laying around I could ship to you for $40 but it isn't brand name sadly..
To be fair, you originally only said "cheap" which one might consider to be $15-25. That's what I think of when I hear "cheap PSU".
I wasn't suggesting to Noise to spend $100+, I said I didn't spend a lot of time picking it out. Rather, I was just using it as an example. I'm sure he knows how to bargain hunt once he knows what exactly he's looking for.

Anything below $100 is cheap to me.. Anything above $150 is for SLI/Xfire purposes only.. My initial post said, "NICE cheap 400w PSU", not crappy lol.. I could see how that's easy to misinterpret.. My apologies..
If this still doesn't fix your problem, you can follow everyone else's advise. I would give this a shot before you spend more money.
I wouldn't bother. Two different power supply calculators said that his stock power supply is about 110w less than what's needed.

You realize that even if my suggestion shows no improvement, it still costs nothing, right?
When you are above 100W the max power your PSU allows, I think it's clear that even if it's still working, it's on borrow time.. He will have to buy a PSU regardless..
