It's turning out that the limitation of Greenlight isn't that it is decided by populist opinion in the way I predicted earlier in this thread. Rather, it is sub-populist opinion that is deciding what survives the Greenlight process. It's an effect of self-selection bias. The people that have the time and dedication to follow and vote Greenlight games are a certain type of people, and their opinions do not necessarily reflect the average Steam user. I'm not yet personally certain if this is a good or a bad thing, but there is an interesting article about this effect from the people that developed the game Waking Mars who have had a difficult time in getting noticed on Greenlight with a game that could likely do well on Steam:

They just posted that Waking Mars is 38th in the top 40 Greenlight games, so they must be doing something right.
