What a sick fuck. It is clear both parents are deriving some kind of sick pleasure from doling out the abuse, as the amount of sexual language is stunning. This asshole should be stripped of his judgeship and/or any other position in which he can punish others.

My parents used to spank me from time to time with a wooden spoon, paint stirrer, etc., but they did it after their anger for whatever actions I had done had passed. While I don't intend to ever do that with my kid, I don't think any less of them for using a form of punishment that they believed was justified. They frequently told me how much they hated to do it, and based on their own sadness while doing it I believed them - they genuinely thought they were doing what was best for me even though it pained them to do it. I don't know that I am against all forms of corporal punishment in all cases, but certainly what this guy is doing crosses the line into abuse pretty much from the get go.

Depends on whether the statute of limitations for child abuse (or whatever charge the prosecutor wants to bring) has expired.

As for removing him from the bench, procedures for removing a judge are set forth in state constitutions and will vary from state to state, but it's generally a difficult thing to remove a judge. It'll probably require a vote by the state senate and house of representatives, and/or some kind of action by the state supreme court.

So, this is unlikely to get him behind bars and unlikely to remove him from the bench?

This bastard deserves nothing but the absolute worst, but unfortunately no punishment is going to be able to reverse the likely permanent psychological damage he did to that poor girl. Thinking of how many horrifying nights like that she was forced to endure makes me shudder.
