Sengoku Blade isn't too bad on PSP. It feels like a doujin game, but that isn't a bad thing. I am currently playing Parodius Collection on PSP. It's great fun.

Here's a review I did on Darius Burst if anyone is interested:

Any ideas on where to get a good deal on the Parodius game? No one wants to trade me theirs :(

What about PSN's Minis (whenever it gets back online) A Space Shooter for 2 Bucks,

USD $2 + tax ain't bad for this game.

Yup. I have it, and like it a lot. Works on PS3 too.

Are there any shooters on that new SNK 0 collection?

Yup! Quite a few, but I am not home to give you a full list. There's HAL 21 (I think that's the name) which is a very interesting Xevious Clone, there's a VERY cool dinosaur-themed shmup (my favorite on the collection so far, but the name escapes me), and about 4-5 other shmups (if not more) + all the Ikari warrior games and some other run-n-gun titles. It really is an awesome collection.

You probably know better than I do where to get good deals on imports outside of Japan. I don't think I have ever shopped for jpn games outside of Japan.

Darius Burst should be up on the priority list. It is quite the shit. Gorgeous levels, enormous bosses, psychedelic music and all.

I would also recommend looking into any PSOne shmups available on PSN. Not sure which ones are obtainable, but the PSOne by itself had some pretty excellent shooters.
