Although it seems like there is a lot of luck based into it I still consider it a puzzle game.

It was for SNES, but not released outside Japan. Though, the times I've seen copies of it on eBay it was fairly cheap. And the game is completely playable for non Japanese speaking people.

So since it's already been mentioned, and by every name I think it's got, I'll just say...
Tet Attack!!!
Honestly, it's amazing. Better than 90% of puzzle games and has like half a dozen versions. Don't like Yoshi? Try fairy-girl things. Don't like that? Try one with Pokemon backgrounds. Don't like Pokemon? Try the one on DS with touch screen and techno music...

I'm gonna have to throw in a +1 for Money Puzzle Exchanger - such an amazing puzzle game, but goddamn does it get difficult to beat the computer in the upper stages!
Panel de Pon and all of its incarnations deserve another (and another!) mention as well.
And two new ones that I can't believe no has mentioned yet! Klax and Chip's Challenge. Two of my favorite puzzle games ever, and they both happen to come on one of my favorite systems (the Lynx!) but Klax was ported over to a bunch of different things, and Chip's Challenge got onto the computer and such.
Actually the game Ziggy just showed looks weirdly similar to Chip's Challenge, like a distant cousin.

Apparently Little Magic derived from this one puzzle game that has a million variations. Hobie-Wan told me about it, but I forget the name of the game. There was also LoLo on the NES, and I think there's a sequel on the NES as well. I because really addicted to Little Magic. It starts off extremely easy, and the progression is smooth. By the time you get to the harder levels, you brain adapted to the Little Magic way of life so they're more fun that hard to figure out (though if you jumped to a hard level on your first try you'd probably be frustrated).
That and the cheesy music. I mean, the music isn't an important part of the game, and isn't real good or anything. But after you play the game for hours, the music gets stuck in your head and you like it. Like the music from Tetris, people have ring tones of it.
