The wii is hands down the best system to mod! You can play an entire collection of NES, SNES, GENESIS, GAMEBOY, N64, MASTERSYSTEM, GBA, MAME, emulators. Best of all you get to use the semi-wireless wii classic controller to play them! On top of that, you can play just about every single kind of current Wii game via dvd-r or portable hard drive!

I'm personally planning on getting a Wii, and mostly for all the abilities granted by the Homebrew Channel. A lot of stuff you can do, and for a lazy ass like me, all without having to even get up.
Also, if it weren't for all the stuff you can do with DS Storage Devices like R4 and it's various clones, I would have sold my DS a long time ago. I don't even play DS games on it anymore - it's just a steady stream of NES and Neo Geo games. If I had known, I would have gone with the PSP instead, as it offers much more emulation opportunities.
The PS2 has a huge library available to you. SwapMagic is what I use, but it is kinda annoying. Still, works with practically any game. There's also HD Loader, which is cool, but apparently there's a number of games that can't be run on it. There are homebrew aps and emulation, but it's nothing huge.
Dreamcast... most units out there require no mods. And there's a healthy homebrew and emulation community for it. All you need is a pack of CD-Rs.
Xbox is great, and I'd probably use it myself if I didn't already have plans for a Wii. Also has Media Center functions after modding, but I already use the PS3 as my media center.
PS3 hasn't been cracked enough for anything worthwhile to come from it, but if you have an original PS3, you can install Linux to it. Practically anything that can be done with Linux can then be done on the PS3, which means a huge amount of emulation possibilities.
If we're just talking region-cracking, not homebrew or emulation, I'd recommend the SNES, Saturn, PS1 and PS2.They all had a huge amount of great games that never left Japan.
Some of this info may be outdated, though. I haven't been into the seedy side of gaming since I was in college.

I take it that you either haven't tried a modded X-Box or have not tried MAME on the Wii (but according to your sig, you do have one and I'm sure have played arcade games on it... which makes your post perplexing to me). The load times for MAME on Wii are atrocious. The X-Box has incredible support for arcade emulators. Yes the wii mame emulator sucks! I shouldn't have included it on my list. But everything else is great and so easy to mod. The xbox is kind of a pain to load things up to compared to dragging and dropping to an sd card. Xbox usb cable adapter? Should be rather easy and cheap to get one. People that dont know how to use ftp probably have several usb memories rather than sd card readers. Wii are probably more prone to messing things up and bricking it than an xbox. X-box hands down. Its more versatile like Breetai said, I use it daily and haven't played a game in months. Wii could probably beat it in a few years when the homebrew development matures a little bit. Emulators are in a great stage because most were easily ported, but media center capabilities are still awkward. The cpu probably lacks power for hd playback just like xbox. Probably another year before it all starts to bloom nicely. It has lots of things going for it out of the box that the xbox lacks or needs upgrading to get like usb ports, wireless controller, wifi, smaller size and less power consumption. Don't know why I have the feeling that the dvd drive and lens will be as picky as the xbox, will see in a few years.
PS2 would win if only games for the system were involved in the poll, after all its my favorite system. PSP wins by a long shot on the portable side, if it could only play more video formats that would make my day, but in every other aspect it excels with homebrew and emulation.

I don't know if it makes it the best but you can get GC controller adapters for wii. This would allow you use the original controller while emulating. If I wasn't so lazy, I would mod my wii, psp, and xbox. I occasionally use Kega Fusion (because it was super easy to set up I had a SNES emulator on my mom's computer when I was in high school only because a friend set it up for me).
