It definitely can move the laser, because when I slide it to the rear of the drive, turn it on to test a disc, then turn it off and open the drive again, the laser has moved all the way forward again. The drive does try to spin the disc, but it only goes about 1cm and then stops.
I will take it apart again and see what's going on. If its a ribbon cable, it's possible it was the one I had to disconnect to get the laser out. On the other hand, what it's doing now is pretty much just more of what it was doing before I cleaned it. So it could be a ribbon cable that I didn't have to disconnect. This PS2 had been partially disassembled for cleaning before it got to me. I don't what all was done to it, but I was informed that they didn't get at the lens. Next time I take it apart, I'll look very carefully at every little thing I can find!

Ya if its doing what it did before you cleaned the laser, im gonna say that it wasnt your fault. It may just be dying.
But its worth a shot just looking around inside. And as a last resort, look for laser adjustment guides, you might be able to bring some temporary life back into the system.
