The PAL and NTSC PSone screens are different.
The PAL version can be modded to do S-video instead of composite if you want to, as it has a few more components the NTSC one doesn't.
If you play NTSC on a PAL screen (or vice-versa) on composite your screen scrolls with just a garbled block in the middle of the screen. The PAL is 50Mhz and the NTSC is 60Mhz.
I read somewhere that if you use RGB instead of composite, that shouldn't suffer the same way, although not tested it.
I know from my DreamCast project - in composite mode - that NTSC games on a PAL screen with a PAL console shows a garbled block that scrolls, NTSC games on an NTSC screen with a PAL console shows everything fine but in monochrome only not colour (logically); it may be that using a PAL console and a PAL screen with an NTSC game in RGB mode might work fine. (I have a dozen PAL screens, two NTSC ones and a third party PAL/NTSC screen changeable via switch).
Otherwise, simple rule - PAL consoles & PAL games, use PAL PSone screen; NTSC consoles and NTSC games, use NTSC PSone screen.
