I just wanted to update this topic real quick. I got a replacement chip in the mail today, installed it with the AB method, and it works flawlessly!

This thread has been very helpful for me when dealing with my mod chip. It seems as if I am having the same problems. I tried everything, including what was suggested in this topic, and instead of starting a new thread I have determined that my new chip is in fact dead/faulty.
I was worried that it was an installation error issue, but this thread helped.
I sent RacketBoy an email yesterday so Ill update this post as to what I do next with my defective Saturn Mod Chip so this post can continue to help those with Mod Chip problems.
