1. Yes, I fear flooding every night of my damn life. But..

2. With a little planning (sump pump system, and none of my stuff is on the floor) a basement is a wonderful place for a game room. If you're not familiar with a sump pump, basically it's a pump that's installed below basement level. It takes water approaching your foundation and pumps it above ground.

I'm in the midwest, and basements are extremely common. I know in some places they're not very common at all.

Make sure you always keep an eye on your sump pump, though. Twice my parents house had a basement flood. The first was due to ridiculous rain levels that even a sump pump couldn't handle (and keep an eye on that as well) but the second time was due to our sump pump breaking down.
