Pier Solar isn't official neither are the other 2. Aside from that I see no difference between home-brew/unlicensed pirate. None of them should count realistically.

Also, I'm a bit new to the pirate-cart / homebrew line. What's the difference other than one is being sold? (Or is homebrew not allowed to use licensed characters, such as how Beats of Rage uses KOF characters.)

I guess the difference, to me, between Pier Solar and real pirate games is that those games literally rip off other titles by using sprites, sounds and music from them. Pier Solar is an original creation given all the care and polish of an officially licensed Genesis product. It just doesn't deserve to be classified with pirate games. Shui Hu Feng Yun Zhuan seems like it rips screams from Streets of Rage games and uses sprite movements that look exactly like Knights of the Round on the SNES. That just makes it feel like a pirate game

I guess we can leave them on there for simplicity's sake, but no more pirate or unlicensed games from this point on. Though we can certainly discuss them after the list hits 200. Maybe we'll do a top ten unlicensed Genesis games or something like that.
