Its just a pun.

One of the main characters on Friends is named Chandler. In the comic, they replaced him with the pokemon Chandelure.

That's it. That's the joke.

Ah, thus I was foiled by the fact I've never played Pokemon and didn't recognize it was supposed to be Friends.
