Although let's face it, "making war for peace" is not invalid in itself despite the well known joke. Using violence to stop violence - something that I think every police force in the world does.
It is not ideal but the world isn't either, sometimes some things are just necessary... And some violent people simply do not respond to anything else other than violence. There is also a known joke about that.
