It is, although less so in Houston than say, Dallas or San Antonio and such. Not sure how big a deal it is in other states.
A certain amount to do with the diesel cars in the US, excluding the bias, is certain issues with the EPA and the like over it, though I don't know the specifics. I think the oil industry has a hand it also, but what don't they have their hand in?
Really though, I don't see why it isn't a thing. One of the rat rodders I know is running an inline six out of a tractor, and he's pulling 50 miles to the gallon. (And to piss off all the "coal roller" douchebags, he can blow smoke without a chip or dumper switch, which really pisses some of them off.)

It is a by product of gasoline production, but so much stuff is transported by truck they can charge what they want. It wasn't until the past few years or so that it got more expensive that regular gasoline.

It is, to an extent. Only so much smoke is allowed to leave your vehicle legally (at least in Texas), and that's only really intended to cover older vehicles or vehicles that tend to put out some when they romp on it. (When we still had a diesel, it did that on steep hills on when you had to stomp on it to pass someone or some such. All stock, so it wasn't really something we could control.) However, in most cases these diesel douches run computers or dumper switches so it only happens when they intend for it too, and mostly away from police.
