I'd gotten my hopes up for a second because I clicked ahead to footage of BoF 3 (which I haven't really played yet) and thought they were doing a proper game, just on a mobile platform, so it might get a PC port. Then I watched from the beginning and realized it was just "hey, here's previous games in the series".

Let me guess. All capcom games are going to be exclusive to the dreamcast2, right?

The news is that they've decided to troll Mega Man fans again by now offering up Mega Man Legends 4 with no excuse or answers on deaf ears with #3. They intend to have a huge community based following where they'll take ideas and concepts and may apply them to the game in development.... oh wait.

.....is it bad that I'm not excited for this, since I prefer Megaman X and Legends way more than the OG Megaman?

It plays distinct from both Classic and X. The main mechanic is based on dashing into weakened enemies to build up a point chain.
