If Sega released an x86 (PC hardware) game console, it would not only be easy to code for, but it would also be able to port PC games. A PC with 360-level graphics capability runs about $400 without operating system; sell it with a subsidy and you're golden . No need to develop Cell or PowerPC (360 CPU, also in older macs) hardware. Seems the logical way to go.
