It's not like I expect Street Fighter to be uber-serious (I mean, look at characters like Dan, Blanka, Zangief, Dhalsim, Dee Jay, T.Hawk, etc etc etc), but this guy was WAY out of left field. He makes Dee Jay look like Ryu.
I find it vexing that so many people dismissed SF3 for having freaks like Necro and Twelve in it, and yet they are championing this guy.

While I am not the biggest fan of SFIII's lineup, and wish they had more previous characters. This is just retarded. Thats all I have to say.

I'd say that this guy is just plain out there... and for the purpose being just plain out there.
The freaks in SF3, Twelve and Necro, at the very least were a part of the overall story. They were victims of Gill's organization - test subjects. Their freakish appearance and abilities were the result of Gill.
Hakan, on the other hand... his design is very "out there" (what is that on his head?) and his moveset is just completely confusing - and for what reason? I somehow doubt it was the result of SIN, Seth or anything else in the story.
The whole idea of "Oiling up" to give yourself more range is interesting. I even admit that I was amused by his grapple being that he tries to grapple you, but you just squeeze out of his hands and end up taking damage from the fall.
After that, he's just ridiculous. Using the enemy as a hula-hoop is just beyond belief, and then his supers/ultras just make me feel downright uncomfortable. He makes it go from being a relatively serious-in-a-comic-book-way fighter with a few comedic asides to downright Looney Tunes.

Not exactly what I was expecting. I guess I'll have to play as him before I can fully dismiss him, but I'm certainly ready to dismiss him.

He looks like a rejected character design from the Rumblefish.
Once again proving that the Rumblefish "Shadowloo Edition" comparison. I still love it though and its good to see Dimps working on quality franchises like Street Fighter and Sonic the Hedgehog.

I think Hakan actually suits SFIV pretty well. Plus his fighting style is really different from anyone else, which is kind of exciting. Plus I like wacky shit. So there you go.
