If you read the Engadget article they're quoting, simply put, Epic provides the code for the engine to their licencees. All he's saying is that if someone licensing the engine wants to port it to the Wii U, they could.
Still kind of telling that a company that makes most of their money licensing out a game engine, doesn't see porting that engine to the Wii U as being worth the effort.

Yeah, there's really not going to be any UE4 games on Wii U, PS3, or 360. There just isn't.

Anyone get that new system update yet? I just downloaded it last night, I would say there is a noticeable difference between jumping from a game back into the home menu and such. I also grabbed the .30 Kirby (I thought it was supposed to be Super Metroid??) And lastly I grabbed the Rayman Legends Challenge pack.
There is a difference, but things are still slow. Doesn't seem like it's any faster than my PS3 or 360 and those were released 6 and 7 years before the Wii U.
I haven't really had any problems with speed after the update. It's probably not faster than a PS3 or 360, but, it doesn't bother me that much. I guess if I constantly jumped back to the menu and such it would, but normally I just boot the system and go right to playing a game, then eject the disc and hold the power button when I'm done.

Super Metroid is May's game. It'll be out later this month.
From what I remember when trying it out, the Wii U system switches were already faster than the PS3's when the system launched. Hopefully at some point things will become seamless, but for now more speed is still good.
I think the only way they could really speed it up, though, would be to develop the system source against 3DS specs or something.
Saw yesterday that Resident Evil Revelations will release on the current gen consoles. The Wii U will also be seeing a release of this game, that being said, I think the Wii U's port will be superior in almost every way. What’s really going to differentiate the Nintendo from the other consoles is the perfect use of the tablet pad.
