If the employees are hungry enough for hours they will.
When I worked at Starbucks I didn't care to upsell at all. Jackass manager only motivated me to try even less to upsell. To the point where I would joke with regular customers about down selling them.

It's not a matter of it being effective or not, it's a matter that they are deliberatedly trying to mislead the costumer. That's a huge no-no for me.
