Possibly(though what else do you call ISIS members?), but don't forget that just because it might not be affiliated with them doesn't mean it wasn't inspired. though what else do you call ISIS members: insecure useless boys who turn to radical ideologies and hate everything and everyone in the world to make up for their uselessness? Yes I remember, but the thing is you can just say "it was a crazy man, there was nothing we could do" about people like that. If it's a terrorist attack carried by an actual terrorist organization then they hit public morale and people start asking "why weren't we protected"

Sure, it could have been an individual with a mental illness or psychopathic tendencies, but in this case the ideology of the motivation will be heavily scrutinized. If the individual(s) involved compose all or part of a single team or even form offshoots of multiple teams espousing a similar ideology, then it will likely be considered a terrorist attack. And terrorists can still be single individuals.
