Yup.
The game has its merits and is worthy of praise for artistic merit...but I'd concur that it is vastly overrated.

Haven't played Ico, but honestly Shadow of the Colossus turned me off because frankly the control scheme is terrible. I don't care what the legacy of a game is, if the controls aren't intuitive then they aren't intuitive.

Ico and Shadow of the Colossus were both amazing games in my experience. But they didn't go out of their way to be concessionally game-y. That design ethos doesn't sit well with a fair amount of people unfortunately. I enjoyed the sense of isolation and rich atmosphere both games provided. Ico's puzzles were fun, and SotC's battles were awesome. I was never bored with either game nor did I have control issues.

Can't speak for Ico, as I haven't finished it, but Shadow of the Colossus is easily one of my favorite games in the PS2 era. But it's not the best because of the gameplay. I mean, it's fine, but there's definitely a lot of technical foibles that rear their ugly head. No, it's the amazing atmosphere the game presents. It's more experience than game.
Likewise, it's why I like Uncharted 2 so much. While I do tend to cotton to games that are strongest in the gameplay department, I find that other aspects can counterbalance quite effectively. Much like I'm sometimes willing to soldier through a middling-to-bad RPG if the story is interesting or humorous. Like Shadow Madness back in the day.

I find the controls to be exactly the opposite of what you describe. They are 100% true to the experience. It perfectly embodies the, "Hold on for dear life," mentality of the game. The horse controls like a real horse.
Don't know what to tell you. The controls meshed perfectly for the game.

I dunno, I guess I find SotC disappointing because I love the look and aesthetics of the game. That just amplifies how bad the actual gameplay is.
