It sounds like it's not the client, then.
Wait ... I remember having an issue with this myself. I had to use a more specific server than the global redirection one .... I use this address: NuclearFallout.WA.US.GameSurge.net
I had to use that to get a connection about a year ago. Prior to that my attendance would be up to the redirection server. Since I changed it, I've never been denied.
They do have a list of other servers, so you can find one closer to where you are on their website. The list is here: https://gamesurge.net/servers/
