The game lets you fight him way before the point where you are equipped to do so. If you encountered him later in the game, he would be difficult, but not tremendously.
(It is still a really funny battle, and I can think fo no attack in any RPG as deadly as a lecture on global warming...EXCELSIOR!)

I finished it off awhile ago. It wasn't about levels it was about equipment and having the right patches. Also finding an efficient way of getting rid of the Secret Service. After that it wasn't very difficult at all.
