Looks like this was the closest Dreamcast gamers were gonna get to a 3D Zelda:

Although, by some very odd account, Ecco the Dolphin might be considered in the vein of Zelda. Same difficult puzzle-solving and exploration motives.
And as far as strategy games, there was one, although it's in Japanese. Still, it looks absolutely GORGEOUS:

Sega promised a new Shining Force (as well as NiGHTS, Panzer Dragoon, ToeJam & Earl, and Streets of Rage) game for the Dreamcast as well, which would've fixed the lack of Strategy RPG's. *Sigh*. More time and money with the Dreamcast might've brought a 3D Oasis game as well, filling the 3D Zelda-ish game void. *Double Sigh*.
