Also, you're gonna need a heavy duty computer engineering background to pull something like this off.
You're not going to be able to just list off components and OSs and such and be able to whip up a console.
And even though the Dreamcast supported Windows CE stuff, it wasn't used much because it was bloated and didn't really take advantage of the hardware.

I used to have a list of WinCE games for Dreamcast. Do you have it? I remember seeing so many games on there that I always considered unoptimized. Now, if we're talking about look and framerate and not whether it was a good game or not, Kiss Psycho Circus is actually an excellent example of tech running Windows CE. In many ways it's superior to fpses written exclusively for the Dreamcast. Check it out sometime. There was a piece written in Game Developer magazine about it shortly after it came out, going into detail about how it turned out.
The fact that the gameplay is trash isn't Windows fault.
So if you're saying making games with Windows CE didn't produce a good product... You might be right.
If you're saying it couldn't, you'd be wrong.
