I've been using OpenEmu for Mac and it's been able to emulate every TG16 and TGCD game I throw at it. Would recommend!

Magic Engine.

It seems to have been discontinued since 2008, Presume it is probably discontinued although may still be current, however you can Google for it and get the full version as an ISO if you do a simple search.

Works fine on Windows 7 and Windows 10.

This. I would say that running the Mednafen core through RetroArch is pretty much the current reigning king of TG16/PCE emulation. OTOH, RetroArch is sort of geared towards those that love to tweak settings. If you're looking for something quick and easy to setup Magic Engine is probably for you, although as has been noted, it's pretty darned old at this point.

Edit:
Doh! I sort of missed the Wii component of this question, although RetroArch has pretty much been ported practically everywhere, and apparently the Wii is no exception in this regard. I've not tried this particular port though, so there is that. At any rate, Magic Engine would definitely be out of the question.

x2 I use mednafen also.Has 6 button support for street fighter.

I'm pretty sure Mednafen has been ported to Wii as well. Not sure how solid it is, as I had some issues getting ISOs going, but TG-16 games seemed alright.
