I saw things of that sort on Underground Gamer. How does one go about making these NeoCDs?

Dunno. I haven't made any, myself. The ones on UG are probably pre-made, just burn them.

I recently joined the "Horizontal and Vertical Shmup Appreciation" group on Facebook, and someone posted a list of "Notable Dreamcast Shmups"... I think he's dead on...

The only two that he apparently missed according to another person was Karous and Last Hope.

Wow I forgot about Armada. I hate that game!

This is a really picky distinction, but I prefer not to include games that don't have forced scrolling in a list of shooters. A game like Bangai-O, even though it is supremely awesome, doesn't really fit with Mars Matrix and Ikaruga. The free-roaming aspect makes it a much different experience for me.
