I am almost convinced, the idea of a tiny EMU cube hooked up sitting in the TV shelf.

Am I locked to buying the Games and Roms from the Ouya site or can I dump them myself from my PC to Memory Stick to Ouya? What about Home Brew, do they have to be direct installed to the Ouya from their site or can these also be dumped bvia Memory Stick?

Maybe the OUYA would be a good option if you want to use your USB arcade stick.

You can dump them yourself fro your PC to Memory Stick to the Ouya. Side note: as of right now the Ouya can only read a USB drive but can't write. This hasn't really created a problem for me because I can load everything onto it from my PC.

I picked up an Ouya yesterday from a CL ad for $30, the guy said it was a kickstarter pre-order (angel list engraved). I want to use it for emulating, but my wife would sure like to enjoy Netflix on it, I have not had the chance to plug it in, but is there an app for netflix?

It was mentioned earlier, but:

No native Netflix app, but with minimal effort you can root it, install the Android Play Store, and install any Android app, including Netflix. I've done it myself.

One thing worth noting is that the default Android Netflix app doesn't support 1080p, so you'll have to check XDA-Developers or something to find a hacked version if that's important to you. Not really a big thing for me, my Ouya's on my bedroom TV, if I want to have something look nice I watch Netflix via Chromecast on my living room TV.

The biggest issue with OUYA is that official android app support.
You can get everything working with tweaking, but it can be a pain.

There's tons of ways to play your PC games over the network. Limelight is one of them. I'd be curious to see some speed comparisons between Limelight and the Tegra 3 version of Splashtop.

OUYA has, probably, one of the most unhindered Tegra 3 chipsets out there. And Splashtop should pass along wired 360 data.

I don't have a cable to try it with, otherwise I would just slap the info down.
When using the Streamer available on Play, the streaming isn't awful. But there's some decent amount of latency. It's not as bad as Steam's streaming solution or even OnLive sometimes. But it's not the smoothest I've seen from the software.

(Oh, it looks like Limelight utilizes Nvidia's streaming tech built into their newer cards. That is not a requirement for Splashtop)

I was thinking about getting an Ouya or just picking up a cheap Wii and modding it...

... but the more I think about it, the more I just want to build an HTPC. Sure, it'd be more expensive, but it also seems like it'd be more fun to toy with my own Frankenstein's Monster.

Plus it'd just be a damn shame if I couldn't play KOF 13 Steam Edition with whatever I decide to use.

Perhaps, I made a mistake of buying the Retron 5 instead of this, being able to run all those emulators makes the Ouya interesting. I don't think Hyperkin will ever add a slot for Hu-Cards anytime soon and not all those games are on the Wii virtual console.

My Ouya is used mostly for Retroarch. I did however use it in a pinch to play a looped video on a projector for work not to long ago. That was a trip, I had a it hooked up to a fancy projector - it was a Christie I cannot remember the model number. My tiny ouya was feeding the 10k projector the video since the guy dropped his pc and I had it in my car. If I could get it to play nice with my 14inch 4:3 LCD I would dismantle it and mount it in my iMac (my original idea for getting it) and get two 8bitdo controllers for it.
