The Transformers Cybertron games have some cover-based shooting to them but don't focus on it nearly as much as a lot of games. That was my impression of them anyway.

It's like Vanquish in the sense that yes it's cover based but with a high-mobility twist so it doesn't necessarily have to be.

There's no cover mechanic in War for Cybertron, though you still "take" cover, you just do it as a player. I haven't played Fall.

Resident Evil Revelations might be what you want. There's demos for you to try.
In GTA IV cover is extremely optional.

Bullet Witch
Fallout 3 (3rd person mode)
Ghostbusters
Just Cause 2
Mafia 2 (Does have heavy cover, but it's mostly optional)
Red Dead Redemption (Works like GTA4, it's there, not imperative that you use it)
Red Faction: Guerrilla and Armageddon. Guerrilla is the better game.

Some of these do have cover mechanics, but they're not mandatory and they don't particularly cease to function without it.

I'm surprised I forgot about this one, I think I just forget that it essentially plays/is like a 3rd Person Shooter.

I really suggest it, especially if you enjoy the movies/cartoons.

GRAW 1 and 2 are great third person shooters, even better is that they can be had for under 10 bucks for both combined
I am buying all Saturn games, PM me with your offerings and I will let you know if I need the game or not! (Everything must be CIB)

Currently trying to knock off all the sports games, would like to get them <$5 each! Of course if you would like to donate them I will gladly pay the shipping! :)

I highly recommend Binary Domain. It is basically like Vanquish just with a better story, smarter bosses, and likable/well written characters. The only downside is the speed boost is gone.

One thing I do have to warn you about though is the voice command system. Some people say it works for them but it was pure crap when I tried to use it. Just disable it and use the button input options instead.

As a bonus the game has multiple endings based on the party members you choose to interact with and you can choose your party members for a good portion of the game.

Yeah I was a fan of Guerrilla, but have yet to get around to Armageddon. What changed?

Bionic Commando might be a good call here too. Seems really hit or miss with people but I enjoyed it and it was different.

Good call on those Transformers games, huge G1 fan and I played a demo of the first game, it seemed pretty awesome. Could easily see how it's true Transformers and blows that Bay crap away.

I don't remember Bulletstorm having a cover system outside of crouching. Even if it did, I probably wouldn't use it because it is more fun to just megaman-slide the shit out of enemies before pulling them with the electric lasso thing and then kicking them in the face as you shoot them in the crotch. And then the last thing that punk will see before he dies is a bunch of numbers flashing before his eyes, which is the score the game gave me for being so kickass in the way I murder people.

The environments are really good, too. Though they lean more towards the brown/barren wasteland type things early in the game. It's nice to look at stuff, anyway. And there are really cool gigantic bossfights, like a rails-type segment where a bunch of giant wheel thingies are barrelling towards you and you have to shoot them down, including the debris when they finally go boom. Then much later on you get to fight Godzilla's uglier cousin.

But, Bulletstorm is a first person shooter ...

Red Faction Armageddon isn't a bad game by any means, it's just really generic compared to Guerrilla. It's underground, very close-quarters, more shooterish, less exploration and destruction.

Stranglehold has a cover mechanic, but doesn't really build the game around it. You have so many offensive options, you can ignore it for much of the game, except for maybe boss fights. The game's built to look like a John Woo film, not some covered based war game. The game will actually force you out of cover sometimes, as your cover gets ripped to shreds by bullets.

There's also Wet

Both games follow the Max Payne school of third person shooter, well MP 1 and 2 anyway. I haven't played Max Payne 3. Stranglehold is much better than Wet, but Wet has some fun moments. One involving riding cars on a freeway while shooting dudes, and another where you're falling from a plane shooting people with metal music playing. I think one of the Saints Row games copied this

The third person shooter sections of Sleeping Dogs sort of follow the Max Payne school of combat as well. They encourage offense. If you can keep going from one kill to another you stay in slo mo

One that I have been meaning to start again for a while is The Saboteur. It's more of a sandbox game though and there is a cover system I'm pretty sure but I don't remember using it much.
