Just use a soft paintbrush and or a can of air. However do not blast near the lens with the canned air or you will likely destroy it. I'd dampen a piece of paper towel or whatnot with alcohol and wipe down the rubber grip on the bottom spindle as a last step too.

Forgot to mention this before.
My power brick is pretty dusted up too.
Is it necessary to open it and clean it?
The brick sounds like it could be quieter. It has little constant high pitched sound. When i play a game off the HDD everything is as quiet as it can be, except the brick. I never remembered it doing.
