Yes. It's the current that kills you.
Anything between what? 100 and 200 mA is deadly. Over 200mA is survivable ... with immediate CPR ... but you will have tremendous burns.
A CRT TV can routinely pull 300 to 500 mA. Which capacitors this is stored in, is anyone's guess. It could be in the power supply caps, or the caps for various components, or the thing you really need to watch out for, the anode ... which is really the dangerous part. They also can keep their charge for a very long time (weeks)
The upshot is ... anything with high current electricity going through it ... you really need to be careful. Even something like a disposable camera can be very harmful if you just start touching stuff.
