Hobie's right im from Australia , after reading the replies in this Thread i did some more investigating and found this below Youtube video.

The gray crusty stuff is thermal paste. You NEED to remove it completely and apply fresh paste after a certain amount of time passes (usually 3 months or so).

Every 3 months?! That's insane. Unless you're replacing the CPU or adding a new heatsink on your computer you should never have to replace the thermal paste. I've been using the same coat of thermal paste for 5 years now on my desktop and my CPU temps are just as low today as they were then.
