Yeah, this was the issue I was trying to diagnose, but I don't think it's the problem that this OP is having. I had to replace a fuse on my Sega CD also, but OP is getting the splash screen and and access light, which should indicate that there isn't a power issue, per se.

@OP: It may be possible, though I'm not sure if it's likely, that the disc drive isn't being powered correctly, but that's a bit beyond my pay-grade in terms of offering advice. You might want to see if you can find schematics for the drive to see if it's being powered properly.
In all honesty, if you just got it on Ebay and it was said to be working, I would just return it. It's not a simple fix, and unless you payed under $10 for it, it's probably not going to be worth the hassle to get it reading discs again.
