CRT televisions have an area of the display called overscan. Tubes are fitted into a shroud that only displays a certain area, which is the "safe" zone, meaning that all TVs should be able to display this area regardless of overscan differences. Since this overscan area isn't standardized, and was usually masked off, this part of the display was never considered to be displayed at the time.
New displays have the ability to show the entire frame, including the overscan area.

I believe it's the tv. I have a few games that when I play through a level to a certain part it starts blinking on the screen, but then if I do it on the other tv with the same game then it no longer blinks
